What is Home Care?

Home care is the provision of help and support that allows you to continue living in the comfort of your own. Services are covered across two main areas:

  • Home care: the support of healthcare professionals that covers services such as assisting with personal hygiene and care, dressing and undressing, mobility and transportation, rehabilitation regimes, and more
  • Home help: lends an extra pair of hands with general errands and keeping your home running smoothly, including cleaning, cooking, shopping, transportation, and facilitating social outings
    Home care packages are funded and regulated by the government. Individuals are assessed on their needs to determine the level of care they are eligible for (explained further below). It is also possible to opt for additional services or a higher level of care through private funding.

What are the different levels of home care packages available?

Partial and full government funding is available for those who are eligible. Through a care assessment conducted by the Aged Care Assessment Teams (ACAT), it will be determined which level of care you are eligible for.

The four possible levels of home care are:

  • Level 1 – basic care
  • Level 2 – low-level care
  • Level 3 – intermediate care
  • Level 4 – high-level care

Each level corresponds to an amount of funding the government will provide for your home care needs; for example, Level 4 will allow you to purchase the most amount comprehensive home care package.

Of course, if you feel as though there are further services you would benefit from that are outside the scope of your government funding, you can choose to privately fund additional home care.

How to apply for a home care package

Once you’re ready to get started, you’ll need to organise an ACAT assessment. This will be conducted by a health professional and will determine the level of funding you are eligible for.

What home care package costs can I expect to pay?

Fees associated with your home care package and/or additional services will vary depending on your circumstances.

Through government funding, your basic daily care will be covered. On top of this, you will likely be expected to pay a small fee (capped at a maximum of 17.5% of the basic single pension), which is calculated based on the level of care you’re eligible for, how much funding assistance you receive, and whether or not you are required to pay an Income Tested Fee.

What is the Commonwealth Home Support Programme?

The Commonwealth Home Support Programme is a program that provides a basic level of care and support to those who need it, within the comfort of their own home. You may be eligible if you fit the following criteria:

  • You are aged;
    • 65 years or older
    • 50 years or older for persons who identify as Aboriginal or Torres Strait Islander
    • 50 years or older for persons on a low income, are homeless, or at risk of homelessness
  • You still live at home
  • To continue living independently within your own home, you need some help and support

Am I eligible for a home care package or program?

Home Care packages aim to assist people in continuing to live independently within their own home. If this is something that you would benefit from, then it is likely you are eligible for a home care package.

There are no restrictions on age, national citizenship or residency. However, home care is intended for long-term care, not for those visiting in Australia or just wanting short-term assistance.

What does an ACAT assessment entail?

An ACAT assessment is an incredibly straightforward process and is nothing to be nervous or worried about. A clinician (a health care professional such as a nurse or social worker) will visit you and ask you questions that pertain to how well you manage in your daily life.

During the assessment, they will also outline how everything works, explain the types of different services that are available, and give you relevant advice.

What services are included in a home care package?

The services offered within home care packages fall into two different categories; home help, and home care. The following provides an indication of the kind of home care services that are available – through a consultation we can, of course, find the best match to your specific needs.

Home care:

  • Personal hygiene through assistance with showering and/or bathing
  • Dressing and undressing
  • Mobility and transportation
  • Fitting sensory devices such as hearing aids
  • Assistance with self-medication
  • Toileting
  • Assistance with following rehabilitation regimes

Home help:

  • Cleaning the house, cooking and meal preparation
  • Shopping and running errands
  • Transportation
  • Accompaniment to social outings, appointments, and more

How many hours of care does my package include?

Based on your ACAT assessment, you will be eligible for a specific level of funding. Because of the varying costs of different services, it’s impossible to say the specific amount of hours you can purchase using that funding.

As a general guide, though, you can expect to receive the following for each level:

  • Level 1: 2 hours per week, on average
  • Level 2: 3-4 hours per week, on average
  • Level 3: 7-9 hours per week, on average
  • Level 4: 10-13 hours per week, on average

Again, these are just rough estimates, and will really depend on the services you wish to purchase from Regis Home Care. It’s also important to note that there is always the option for privately funding further services, which means you can add more hours of care to your schedule.
